How to Use a watermark with Google Docs

As useful as it is to import the watermark into Google Docs so you can write under or over it normally, you can’t do that. Instead, you are forced to copy all the text in the document into Google Drawings. Make any necessary adjustments to the text. Choose how to layer the watermark. You can place it in front of the text or behind it to create a watermark background. To do this, right-click on the watermark or text you pasted and choose Order to choose how to layer them.
