Now restart via Settings
Since using the Update and Shutdown / Restart options in the Power menu does not actually complete updates, we can use a slightly different technique to restart your PC. But to do that, you need to go to Windows Update Settings portal first. Step 1: Open the Start menu, type Windows Updateand then click Windows Update Settings in the search results.

Run Clean Boot
Most Windows updates are quite complex and have far-reaching implications for the entire operating system. Unfortunately, the large number of third-party programs and services on our systems can cause problems when applying such updates. Therefore, nothing beats a clean boot to give the Windows Updater a clean chance to do its job properly. Step 1: Type in the Start menu msconfigand then click on the search result System Configuration. You should see the System Configuration dialog loading up now.
Step 2: Click the Services tab. Then check the box next to Hide all Microsoft services and then click Disable all. Important: Checking the box next to Hide all Microsoft services ensures that you are not disabling essential system services, so make it an absolute point that you do that. Step 4: Select and disable all startup items. If you had already disabled certain programs, just leave them as they are.
Exit Task Manager when you are done. Step 5: Click Apply and then click OK to close the System Configuration dialog box.
On the pop-up box that shows up, click Restart to restart your PC.
Your PC should now boot without any unwanted services or startup items, hence the term ‘clean boot’. Step 6: If you don’t see any changes in the Power menu after the restart, use the Update and Restart option to restart your PC.
Step 7: After Windows 10 reboots, you should probably see the Power menu again as it should be. To make Windows 10 boot normally again, open the System Configuration dialog box again and then enable all services. This time, uncheck the box next to Hide all Microsoft services to make sure you don’t leave out hidden Windows 10 services that are disabled.
Also, don’t forget to re-enable the startup items you previously disabled.
Once done, close the Task Manager and System Configuration dialog boxes and restart your computer to boot it normally into Windows 10. If boot it clean tricklet’s see what’s on the cards next.
Reset Windows Update
Resetting Windows Update will delete old Windows update folders, re-register Windows update files, and reset network connections. You probably don’t need to go through this but as the earlier troubleshooting tips didn’t work, and resetting Windows Update should fix any issues with failed or stuck updates. Note: Resetting Windows Update will not downgrade Windows 10 to an earlier version. However, any failed or stuck updates can be removed, requiring the said updates to be downloaded again. Step 1: Download the Reset Windows Update Tool from Microsoft TechNet. Download Reset Windows Update Tool Step 2: After extracting the contents of the ZIP file, right-click on the .BAT file labeled ResetWUEngand then select Run as administrator. When prompted, click OK or Yes in the security prompts.
Step 3: On the command prompt console, press Y continue.
Step 4: Press 2 to reset the Windows Update components.
It takes a while, so be patient. If the Reset Windows Update Tool fails, just run it again and you should be fine.
Step 5: Once the Reset Windows Update Tools is done resetting Windows Update, you should run a The operation has been successfully completed notification in the command prompt console.
Step 6: Go to the Windows Update portal and then use the Check for updates option. If any updates are available, download and install them. Don’t forget to use the Restart now option when prompted.
If you don’t see any updates in progress, just use the Update and Restart option in the Power menu.
After that, the chances that those Update and Shutdown / Restart options will be gone for good is pretty high.
