Make sure the App Store is down

Apple noticed the outage at 1:06 pm and said it was working to fix the problem. The quickest way to find out is to check Apple’s system status page, which lists problems with all of the company’s online services; the App Store is first on the list. Check your web connection

Try another WiFi network
Even if the Wi-Fi network is working, there may be a restriction that prevents you from accessing the App Store. Work networks, for example, can be configured up block certain websites and services to conserve bandwidth. Try using an alternate Wi-Fi network and see if that resolves the issue.
Are you set to download on 3G or 4G?
Maybe you are not on a Wi-Fi network. If you are accessing the App Store over your 3G or 4G connection, this could be the root of your problem. While using your mobile network connection should not prevent you from fully accessing the App Store, if your iPhone is set to download apps over Wi-Fi only, you will not be able to download apps over a 3G/4G connection. Try connecting to a reliable Wi-Fi network and see if that allows the downloads to proceed. Or, as long as you can save the data, open the Settings app and tap Mobile Data. In the section entitled ‘Use mobile data for’, make sure the slider next to the App Store is turned on (green). While we’re at this topic, there’s a separate option that determines whether your device can automatically download app updates as soon as they appear in the App Store, as long as your iPhone is connected to the Internet via Wi-Fi. This can be a useful setting if you frequently encounter apps that are not working because they need to be updated. But it can be annoying if you have a lot of apps and feel like your iPhone is always downloading updates (and wasting battery life in the process). Go to Settings > iTunes & App Store and turn the slider to green next to Updates. There is even a setting that allows your iPhone to use mobile data to automatically download app updates. Before enabling this, keep in mind that it could mean your iPhone uses a lot of data download updates. If you think the risk of using up data is worth it, go to Settings > iTunes & App Store and tap the slider next to Use Mobile Data at the bottom.
Run out of data?
Even if your settings allow you to download apps over a cellular connection, your data allowance for the month may be maximum. Unfortunately, monitoring your data usage on iOS is not straightforward. It’s a good idea to check the terms of your agreement to see how much data you’re allowed and to find out the date your data allowance resets. If you know this information, you can reset the Mobile Data stats on your iPhone in Settings > Mobile Data on that day of the month and at least keep track of how much data you are using and which apps are the biggest data hogs. Is the app no longer supported?
It is possible that you are trying to update an outdated app that is no longer supported by iOS. Try downloading a different app to see if that’s what’s causing the update to fail. Try searching the App Store for the app if it is not showing up it is likely to have been removed.
Is the app too big to download over 3G?

Try logging out and back in
Okay, let’s try some simple resets to see if that makes the App Store work. First try logging out and then logging back in to the App Store on your iPhone – this should fix it:
clear your memory
Maybe it’s a memory issue (Older iPhones, especially those with less RAM and less storage, are prone to this). Double tap on Home button and slide up in the App Store to close the app. Reopen it and see if that solves the problem. Force update the App Store
It used to be possible to force refresh the App Store app by tapping ten times on the navigation bar at the bottom, but that feature was removed in iOS 11. However, if you are trying to load updates, you can force an update by dragging down on the screen until a spinning icon appears.
